Kautilya, often referred to as Chanakya or Vishnugupta, was a renowned great scholar who was instrumental in the 4th century B.C.
- According to Kautilya, the function of the State are mentioned below:
- To promote the moral and material happiness and welfare of his people
- To enable them to pursue freely their independent efforts in life
- To maintain unity and solidarity
- To promote agriculture, industry and arts
- To reward virtue
- To regulate the means of livelihood, especially of the labourers and artisans
- To encourage education and help students.
Thus, the Empire building only is not the function of the State, according to Kautilya.
