Loksabha is more effective than Rajyasabha in practice. 

  • Rajyasabha has some powers that make them appear more effective than Loksabha which are mentioned below: 
    • It is a permanent house, thus even if the Lok Sabha is dissolved due to an emergency or an election, the ability to pass laws will remain in its hands until the next session of the Lok Sabha.
    • According to article 249 of our constitution, the Rajya Sabha has the authority to declare a state's issues to be of national concern if a resolution approving them receives the support of two-thirds of the chamber.
    •  According to our constitution's article 312, the Rajya Sabha has the authority to establish or terminate an all-India service by passing a resolution with a 2/3rds majority.

Thus, the creation of a new All India Service subject, Rajya Sabha has got more power than Lok sabha.
