  • The Seventh Schedule to the Constitution of India defines and specifies the allocation of powers and functions between the Union & States.
  • It contains three lists; i.e. 1) Union List, 2) State List and 3) Concurrent List.

  1. The State Legislature can make laws on the subjects of the State List and the Concurrent List.
  2. It can enact any bill on any subject of State List, which becomes an Act with the signatures of the Governor.
  3. Recruiting soldiers in the Indian army is the Central subject, so state legislature bodies cannot decide on it.
