The All India Khilafat Committee was created in 1919 at Lucknow.

It was founded by Ali Brothers (Muhammad Ali and Shaukat Ali), Ahmed Ansari, Hasrat Mohanani, Abul Kalam Azad, Hakim Ajmal Khan and others. Hence statement 1 is correct.
The committee had two demands: one is that Khalifa must control Muslim sacred places and the other is to retain sufficient territories under Khalifa.
