According to the given statement, Neil Armstrong said “One small step for a man, a giant leap for mankind.” What he meant was that it only took him one small step to step out of the rocket and onto the moon, but his walking on the moon was huge progress for the scientific knowledge of mankind.

Neil Armstrong only echoed the feeling of achievement by mankind. Clearly it is stated in the statement. So, conclusion II follows.
