A ban on alcohol would only slightly affect its consumption but not completely stop it. It would lead to creation of black markets and risky consumption. This would give rise to a new class of criminals and the people would not be helped. This would only affect the families of alcohol addicts in a worse way than before. Other ways should be thought of controlling addiction than banning alcohol. Therefore, option 2 is the right answer.
