Option 1 : Only argument I is strong
Option 1 is the correct solution as argument I is seen to be more important than argument II. Argument I talks about why this dispute should be ended as it doesn’t make sense fighting for it instead of saving and cleaning the river. They can be equally shared to both the states. Argument II talks about many political parties allowing this fight to grow bigger as they are getting benefited from it which is wrong. Thus argument I is strong.
