This is a general observation or a quote. It is not an event bound by time like past, present or future. Such sentences are always in present indefinite tense. But we can't use the second form of the verb after is/are. We surely can use the third form of the verb after is/are and that is exactly what we must do. Here 'forgotten'' basically acts as an adjective. So option 2 is correct.
