- Alauddin Khilji wanted to fix the costs of all the commodities.
- That is why he established three separate markets at Delhi - One for food grains, one for costly clothes and the last for horses, slaves and cattles.
- He appointed Shahna to control each of these markets such as maintaining a register of the merchants and also keeping a check on the shopkeepers and the prices.
- Diwan-i-Riyasat and Shahna-i-Mandi were also appointed to keep a check on the market.
- All the goods were brought for sale in an open market known as Sara-i-Adal.
