Indian Councils Act, 1961 provided for the following -
- A fifth member was added for executive functions of the Council.
- Portfolio system was added by the then Viceroy and Governor-General, Lord Canning.
- Three Indians were added to the Viceroy Council as non-official members.
- These were Raja of Benaras, Sir Dinkar Rao, and the Maharaja of Patiala.
- The nominated non-official members were confined exclusively to the legislative proposals placed before by the Viceroy.
- They could not discuss financial matters.
- Further, with the ordinance-making power, the Secretary of State could overrule any legislative decision taken by the Governor-General.\
- Assent of the Governor-General was necessary on legislative matters.
