In each pair of I & II figures, figure II is horizontal half of figure I.

In the pair of the figure given below, figure II is horizontal half of figure I.

But, the figures in option 4, figure 2 is not perfectly horizontal half it only consists of less than half of the horizontal section and it missed the central oval and line hence option 4 is different from all of another figure.
