On 14th October 1994, India became a signatory of the United Nations Convention to Combat Desertification (UNCCD). India ratified it in October 1996. Hence the first statement is correct.

Ministry of Environment, Forests, and Climate Change is the nodal ministry to implement the provisions of the UNCCD. Hence the second statement is wrong.
It is one of the three conventions which came into effect as a result of the Convention on Biological Diversity (CBD) and the United Nations Framework Convention on Climate Change.
The main objective of the convention is to fight against climate change leading to desertification and to mitigate drought effects in the various countries moving towards desertification.
It is the solely legally binding agreement that links sustainable land management to the environment.
