Bearing capacity is defined with respect to shear failure while safe bearing pressure is defined with respect to settlement.
Bearing capacity is the maximum net pressure which the soil can carry without shear failure.
The net ultimate bearing capacity of the soil divided by a factor of safety is called net safe bearing capacity.
