Sentence 1 serves as the introductory sentence for the paragraph. It introduces the character of the mayor and describes his behaviour.

Sentence Q follows 1 as it sheds more light on the behaviour of the mayor- something which was first introduced in 1. 

Sentence P follows Q as it describes the trajectory taken by the mayor and what he felt when he went back to the dining-room door.

Sentence R follows P as R describes the basis for the mayor's conjecture- 'that everything was proceeding satisfactorily without his presence'- which was mentioned in sentence P.

Sentence S follows R as it talks what the mayor did after he saw that everything was going on fine without his presence. He went out and stood under the portico.

Sentence 6 ends the whole topic by describing the scene of the street in front of the portico and contextually brings us to the end of the paragraph.
