Option 4 : The data in both the statements I and II together is necessary to answer the question.

From statement I:

Romit is shorter than Rajesh but taller than Rahul

⇒ Order of heights will be, Rajesh > Romit > Rahul. But we have no information about Rakesh. He may or may not be shortest.

Therefore statement I alone is not sufficient to answer the question.

From statement II: No one is taller than Rakesh.

So, Rakesh is the tallest. But we cannot conclude that who is the shortest among the other three persons.

Therefore statement II alone is not sufficient to answer the question.

From statements I and II together:

⇒ Order of heights will be, Rakesh > Rajesh > Romit  > Rahul

Therefore Rahul is the shortest.

Therefore using both the statements together, we can answer the given question.
