Option 3 is the correct, i.e. The Constitution says that the Chief Minister shall be appointed by the Chief justice of the High Court. (Which is not true)
Power/function of Chief Minister:
- The governor elects only those people as ministers, who have been nominated by the Chief Minister.
- The Chief Minister is the chairman of a state’s Planning Board.
- The governor of a state cannot dismiss a Chief Minister as long as the CM receives the support of the majority in Vidhan Sabha(state’s Lower House).
