Article-143 provides for Advisory jurisdiction of Supreme Court. According to it President of India can send a matter of fact or law which is of public importance to Supreme Court for advice. Supreme Court is not duty bound to advice. But if the reference is related to an international agreement which was entered into before commencement of constitution, then Supreme Court is duty bound to advice.
